Dr. Rufus, President and Managing Principal of Rufus & Rufus CPAs, has more than 25 years of field experience as a forensic expert and investigative accountant. He has been engaged in more than 750 civil and criminal matters during this period, ranging from IRS fraud investigations to business valuations in a variety of industries.
Dr. Rufus has a Doctor of Business Administration (DBA) degree from Nova Southeastern University, Fort Lauderdale, FL, a Master of Business Administration (MBA) degree from Marshall University, Huntington, WV and a Bachelor of Science (BS) degree from Concord College, Athens, WV. He is a Certified Public Accountant (CPA), a Certified Valuation Analyst (CVA), a Certified Cost Analyst (CCA), an Accredited Fraud Investigator (AFI) and a Licensed Private Investigator.
Dr. Rufus has authored several articles on forensic accounting and fraud investigation. Throughout his career, he has taught accounting and business courses at Ohio University, Marshall University and the University of Charleston. Most recently, he has partnered with the University of Charleston to develop the Forensic Institute, an educational center offering programs in the field of forensic accounting. FI’s programs include continuing professional education seminars, specialized certifications and a comprehensive executive master’s degree.

Stacey Halloran, a forensic analyst with Rufus & Rufus CPAs has more 10 years of field experience in both civil and criminal matters. She specializes in indirect methods of proof used by the IRS to calculate net income, expenditures and net worth.
Stacey is an Accredited Valuation Analyst (AVA), an Accredited Fraud Investigator (AFI) and is currently pursuing the Certified Public Accountant (CPA) designation. She also serves as the Administrative Director of the Forensic Institute.

Laura Miller, a forensic analyst with Rufus & Rufus CPAs, has more than 5 years of field experience in both civil and criminal matters. Laura specializes in business valuations, quantitative methods and the calculation of economic damages. She has authored or co-authored more than 100 opinion reports.
Laura is a doctoral candidate at Nova Southeastern University in Fort Lauderdale, FL and holds a master’s degree in financial economics (MFE) from Ohio University. Her professional designations include Chartered Financial Analyst (CFA), Accredited Valuation Analyst (AVA), and Accredited Fraud Investigator (AFI). Recently, Laura co-authored and presented an article on the application of attorney-client privilege to forensic accountants. She is an instructor of finance and statistics at the Forensic Institute.
